The Property Management function of a major oil & gas client in Angola manages and facilitates all accommodation requests for short-, medium and, long term visits to Angola associated with company's business in Angola.

This process was managed through the use of a manual paper driven system. P&A developed and implemented a SQL database solution and automated repetitive tasks related to generating and facilitating standard client and hotel communications.

The efficiency and labor intensive nature of the manual process was greatly improved. The system also provides the client with performance management and powerful reporting capabilities not previously available.

P&A supported the property management function of a global oil company by developing the processes, tools, and systems to establish and maintain an accurate asset inventory.

The project required that assets be uniquely identifiable in such a manner that costs, location, essential life cycle information, failures, and maintenance history information were allocated thereto and that valid analysis of this data could be performed. The project team ensured assets were named, numbered and labelled according to an appropriate standard and documented protocol that was developed for the local property management function.

The project resulted in the ability to accurately track and report on the status of all assets over time using a database system and barcode scanning equipment. All assets under the control of the property management department were identified including residence assets and assets in storage utilizing local resources with P&A supporting training and quality control.

After significant changes were made to a global oil company’s Control of Work (CoW) policy, P&A was requested to support the adaption and implementation of the CoW policy to the local work execution processes for the facilities and services department.

In order to fully understand the current practices and process failure points, P&A worked alongside the maintenance trades to observe and map the processes and challenges associated with each role. P&A identified dozens of process conflicts that required solution development. P&A also mapped the data requirements to obtain and calculate the KPI’s that were required. P&A worked with the site team to map the new work execution processes, define the mechanisms for obtaining the proper KPI’s, and supported the training and implementation of these new processes at the site.

P&A supported the facilities services department at a large refinery of a global oil company with the development of a comprehensive set of maintenance plans for the equipment and facilities under their management. The team determined criticality of each equipment type based upon risk and created generic maintenance plan templates that could be tailored for specific equipment items as necessary.

The maintenance plans included all essential information such as trades, skills, crew size, duration, equipment / tools, safety considerations, work tasks, data collection checklists, parameters ranges, and sign-off approvals. The tailoring of these tasks and frequencies of these plans were accomplished through the Reliability Centered Maintenance (RCM) program implemented at the site.

This audit was conducted in the summer of 2009 and identified many energy saving opportunities for the company. The owners, a global oil company, were looking to structure and improve the planning and management of building related maintenance services to cost-effectively improve the safety, productivity, and operation of the building and facilities portfolio. P&A developed best in class facilities maintenance management processes, systems, and tools as well as identified, labelled, captured information, and assigned maintenance plans on thousands of previously undefined facilities assets that were operated in a run to fail mode.

Since the baseline survey in 2008, data has been collected for each subsequent year. The collection and analysis of this data is used to measure the performance of the property management department from the customer’s perspective as well as measure the full scope of customers receiving services including local nationals as well as resident expatriates.

The objectives of the project included review and consolidating key inputs in preparation for building operation and start-up, proactively identifying issues which can cause disruptions in operations, and tracking key start-up requirements and considerations. P&A supported the Facility Management department of a major international Oil & Gas client at their largest refinery with the sourcing of Integrated Maintenance Management services for its two million sqft of building space spread across more than 400 building. This included all MEP type maintenance, cleaning services, and landscaping for all offices, control rooms, workshops, warehouses, analyzer shelters and every other type of building on site.

P&A developed a robust RFP process and supporting documentation and facilitated critical evaluation interactions. The scope of P&A’s support included document development and facilitation and active participation in RFI, RFP, supplier reference site visits, negotiation, contacting and mobilization.
